Australia has a well-established and comprehensive national quality assurance framework with responsibility for implementation and management shared between the different levels of government and institutions. Each sector of education and training in Australia has its own quality assurance measures.
Higher Education
The National Protocols for Higher Education Approval Processes sets out the common principles, criteria and processes for quality assurance of higher education recognition and accreditation arrangements, and the Australian Universities Quality Agency
which is owned by Australian Education Ministers is an independent, not-for-profit national agency that promotes, audits, and reports on quality assurance in Australian higher education.
Vocational Education and Training
The National Training Framework is an industry-led system that sets out the requirements for quality and national consistency in terms of qualifications and the delivery of training. It comprises:
- the Australian Quality Training Framework 2007 which is a set of nationally agreed standards for training and assessment services delivered by registered training organisations; and
- Training Packages which are sets of nationally endorsed standards and qualifications for recognising and assessing people's skills.
Schools
The National Goals for Schooling in the Twenty-first Century is a framework for reporting student achievement and for public accountability by schools and school systems, both government and non-government in the States and Territories through the annual National Report on Schooling in Australia
.
Quality assurance arrangements cut across all three sectors such as the Australian Qualifications Framework
(AQF) which provides a comprehensive, nationally consistent framework for all qualifications in post-compulsory education and training and the Education Services for Overseas Students (ESOS) legislation that protects the interests of international students studying in Australia on a student visa.
Institutions in each sector planning to award AQF qualifications or offer courses leading to an AQF qualification must meet certain registration and course accreditation criteria based on these quality assurance measures. The AQF Register
is a public register of government accreditation authorities including self-accrediting institutions (mainly universities) and recognised providers and qualifications they are approved to issue.
These quality assurance measures apply equally to both public and private providers in each sector; are reviewed periodically to ensure they meet best practice and align with current and future requirements; and are underpinned by State, Territory and Australian Government legislation.
