Australian Education: Engaging the World

In November 2005, Australian Education and Training Ministers agreed to a Transnational Quality Strategy (TQS) framework that will protect and promote the quality of our education and training delivered in other countries.  Ministers agreed the TQS is vital if Australia is to sustain its international reputation as a quality education and training provider which delivers education and training abroad equivalent to that delivered in Australia.

Resources for Providers

The Department of Education, Employment and Workplace Relations (DEEWR) has also funded other tools to assist providers, or prospective providers, of Australian transnational education. 

They include:

Host Country Regulatory Fact Sheets
Up-to-date information on the regulatory and business requirements for establishing educational and training services abroad.  Fact sheets are now available for China, Vietnam, Indonesia, Singapore, Malaysia, Hong Kong, Korea, India, Thailand, Taiwan, and Japan.

Good practice reports in quality offshore delivery
The Australian Government provided $3.51 million for industry-led projects to develop good practice in quality offshore delivery in the Higher Education, VET and English Language Training sectors.  Quality enhancement and the development of good practice models are a key aspect of strengthening the quality framework.  The reports from these projects are now available.

A Good Practice Guide, drawing together key messages and tips for good practice across all sectors, as well as sector specific tips, will be available soon.  

Quality Assurance – AUQA report into quality assurance systems in higher education in APEC member economies
Quality assurance and accreditation systems are essential for economies to develop internationally engaged higher education sectors. This report aims to increase understanding among APEC economies of the range of existing quality assurance and accreditation arrangements in the region.

Data on Offshore Delivery

Increased access to data and information about Australia's transnational education and training is an important component of the TQS.

Higher education statistics collection
Data on offshore delivery by higher education providers is collected as part of the higher education statistics collection. The data is available from the Department's website at: university statistics.You are now leaving the DEST website To access the data, select the 'overseas students file' from the 'students statistics' series.

Delivery of VET offshore by public providers
DEEWR contracts the National Centre for Vocational Education Research (NCVER), Australia's principal provider of vocational education and training statistics, to undertake an annual collection of data on the offshore activities of public providers of vocational education and training. Reports are available for the 2003, 2004, 2005 and 2006 calendar years.
